BCP Homes governance structure
Customer service panels
There are 3 panels which are open to any BCP Homes resident:
- homes safety and energy
- people and neighbourhood
- communication and access to services
They provide an opportunity for residents and officers to share information about housing services, ask questions, raise concerns and ensure that BCP Homes is listening to the views of residents.
The panels offer unlimited membership to residents and meet at least 4 times a year.

Scrutiny panel
The scrutiny panel will look much more deeply into a particular part of the housing service, requesting information, meeting and interviewing officers and contractors, and then making specific recommendations for improvement.
Members come from our other formal panels and groups; however, anyone can apply, and training will be offered. This is a ‘resident led’ option but we will always offer appropriate support.
Scrutiny meets as a ‘task and finish’ panel, so the dates and times to meet will be flexible and as needed, rather than set out for the year.
Residents committee
The residents committee ensures that the views of tenants and leaseholders are included in reports that officers present to the advisory board.
The committee consists of 18 members: 8 chair/vice chairs of customer panels, 4 resident board members and 6 panel representatives. The committee meets at least 4 times a year.

Advisory board
The advisory board is a group that represents tenants and leaseholders. Its role is to support BCP Homes to meet legal and regulatory requirements and objectives. Residents on the board are expected to voice the needs and rights of tenants, share their experiences, and help shape services.
The board consists of 11 members: 4 independent members, 4 residents and 3 elected members of the Council. The board meets at least four times a year.
The board is part of a wider discussion about the Housing Management Model and how services are delivered.
Environment and Place overview and scrutiny committee
This is a BCP Council committee consisting of local councillors who review and scrutinise services and issues.
The committee includes a Chair and a Vice-Chair, along with other councillors. It may also include independent members and form working groups for detailed scrutiny work on specific issues.
Cabinet
The cabinet's role is to provide leadership, propose the budget and policy framework and lead on improving council services.
The cabinet consists of the leader of the council and cabinet members.
