A Temporary Traffic Regulation Notice (TTRN) and a Temporary Traffic Regulation Order (TTRO) are the legal process for temporarily restricting or prohibiting the use of the highway by vehicles or pedestrians due to works being carried out on or near the highway. TTRN/TTRO notices MUST be displayed onsite prior to and during the completion of any works.
This document explains the TTRN/TTRO process for temporary restrictions on the highway in the Bournemouth, Christchurch and Poole area.
A TTRN/TTRO will be required for the following:
- Road Closure
- One Way Road Closure
- Parking Suspension
- Bus Lane Closure
- Weight Restriction Suspension
- One Way Suspension
- Suspension of right/left turn
- Public Right of Way Closure
A TTRN/TTRO will not be required for the closure of a Cycle Lane.
A TTRN/TTRO will not be granted to allow the use of the highway for site compounds (excluding workers welfare facilities).

We require the following documents:
- Traffic Management Plan including any diversion routes and signing details in accordance with Chapter 8 of the Traffic Signs Manual and/or Traffic Signs Regulations and General Directions
- Public Liability Insurance (with a minimum of £10,000,000 cover)
Bournemouth, Christchurch, and Poole have a network of traffic sensitive routes on which working times may be restricted, or where undue traffic disruption should be avoided. The Traffic Manager has a duty to limit the effect on traffic movement and may therefore impose conditions on diversions. All diversions require our approval.

A TTRN/TTRO application submitted outside of the specified timeframes may be rejected.

We require a minimum of at least 10 weeks notice for 6-month and 18-month TTROs to allow time to advertise twice in the local newspaper and the order to be signed by our Legal department.
The TTRN/TTRO notices will be emailed to applicants four weeks prior to the commencement of work (excluding the 21-day emergency TTRN).
Emergency Works - an emergency TTRN will only be granted when there is present or imminent danger to person or property. Applicants must apply for a 21-day emergency TTRN as soon as possible. An emergency TTRN will not be granted for planned works.
Street Works Permit – a Street Works Permit may be required for the work to be undertaken. Further information on applying for a Street Works permit can be found at Permit scheme for street works and roadworks. If the required Street Works Permit has not been granted, we cannot proceed with the TTRN/TTRO. It will be a separate payment for the Street Works permit.
Materials Licence – a Materials Licence is required to place scaffolding/hoarding/crane/building materials on the highway. Further information on applying for a Materials Licence can be found at Materials licence. If the required Materials Licence has not been granted, we cannot proceed with the TTRN/TTRO. It will be a separate payment for the Materials Licence.
Applicants Responsibilities:
TTRN/TTRO notices - for the TTRN/TTRO to be valid the legal notice must be displayed onsite at least two weeks prior to the commencement of works and remain in place during the whole period of the works. We may request photographic proof the legal notice has been displayed.
Highways Inspection - contact to be made with Street Scene team at streetscenesupport@bcpcouncil.gov.uk to discuss proposals. This may include an onsite meeting with a Highway Inspector. Two-way traffic flow may be maintained with ‘Stop/Go’ boards or temporary traffic signals, for which you can obtain an application form from the Traffic Signals trafficsignals@bcpcouncil.gov.uk
Advanced Warning Signs - will be required at each end of the closure at least two weeks prior to the commencement of works and remain in place during the whole period of the works. The signs need to be a suitable size to read for passing vehicles, permit reference, details of the dates/times of the closure and contact details, in accordance with Chapter 8 of the Traffic Signs Manual and/or Traffic Signs Regulations and General Directions. Applicants must arrange to install and maintain all onsite signage throughout the duration of the temporary restrictions. Only appropriately accredited operators are employed to place signage on the highway network. Applicants are responsible for the payment and removal of any signage. For emergency closures signage will need to be displayed onsite as soon as possible.
Letter drop - must be carried out to residents/businesses that will be affected by the temporary restrictions. The letter drop must be carried out at least two weeks prior to the commencement of works. We advise carrying out the letter drop at the same time the Advanced Warning Signs are installed. We require a copy of the letter.
Public Safety - the applicant has a duty to protect public safety whilst works are ongoing. Applicants must comply with the New Roads and Street Works Act 1991 ‘Safety at Streetworks and Roadworks’ Code of Practice and Section 67 of the NRSWA 1991, which requires that all supervisors and operatives must have the appropriate, approved certification.
Bus routes - if the temporary restrictions impact any bus routes, applicants must contact the relevant bus companies that will be impacted by the TTRN/TTRO. Please contact the relevant companies as soon as possible:

Parking Suspension - if the temporary restriction requires the suspension of Pay and Display parking bays, a fee will be charged for the loss of revenue due to the suspension. The charge will be calculated by BCP Parking Services. Please contact them by email at parking@bcpcouncil.gov.uk. We will require proof contact has been made regarding the fee.
