What we do
BCP Council is required by law to protect the public funds it administers. To prevent and detect fraud, we may share information provided to us with other bodies responsible for auditing or administering public funds, including the Cabinet Office, under its National Fraud Initiative (NFI).
We are required by law to provide the following datasets to the Cabinet Office:
- taxi driver licence
- social housing (current tenants and individuals on a housing waiting list and temporary accommodation)
- Right to Buy (completed and in progress)
- transport pass and permit (including Blue Badges)
- Council Tax Reduction Scheme
- Council Tax Single Person Discount
- personal budget/direct payments in relation to adult social care
- residents in private care homes
- Details of payments of BCP invoices. This is referred to as trade creditor standing and payment history data
- Payroll data
- Electoral Register data.
The purposes we use your personal information for
We securely upload the data to the Cabinet Office, who conduct data matching exercises to assist in the prevention and detection of fraud. This is one of the ways in which the Minister for the Cabinet Office takes responsibility within government for public sector efficiency and reform.
The NFI also conducts regular data sharing and analytics pilots to evaluate and improve data matching methodology. In this way the NFI can continue to help detect and prevent fraud in the most efficient and effective way possible.
The personal information we collect and use
The data submitted to the Cabinet Office consists of the information we have gathered to support the delivery of the services outlined above. You can view a full list of the government's National Fraud Initiative public-sector data specifications.
We only collect and use the information necessary to provide our services. In some instances, this includes special category data.
We gather information about Blue Badge holders (and applicants), as well as individuals who receive or apply for a personal budget. While we do not share details about the medical conditions that qualify individuals for these services, we do share information about who holds a Blue Badge or receives a personal budget.
We also collect data on individuals living in private residential care homes. Although we do not disclose information about their health status, we do share details about who resides in a care home.
The law we use to process your personal information
The legal basis for processing your personal data is that processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the data controller (Article 6(1)(e) UK GDPR). The National Fraud Initiative is conducted using the data matching powers bestowed on the Minister for the Cabinet Office by Part 6 of the Local Audit and Accountability Act 2014 (LAAA).

Processing personal information
- Legal Obligation (GDPR Article 6[1][c]): processing is necessary for compliance with a legal obligation to which the controller is subject
Processing special category personal information
We also use these additional conditions to process your special category personal information
- Public interest (GDPR Article 9[2][g]): the processing is necessary for reasons of substantial public interest, where the Council is complying with Part 6 of the Local Audit and Accountability Act 2014 which satisfies Schedule 1 of the Data Protection Act 2018 as is required by the General Data Protection Regulations
Who we may share your information with

How long we keep information about you
Your personal data will be kept by the cabinet office for the periods set out in their Data Deletion Schedule.
Complaints
