Fees for Licensing Act 2003

The licence fees for premises licences, club premises certificates and variation applications have been set according to the non domestic rateable Value (NDRV) of the premises. A premises will fall into a specific band according to the NDRV, which will determine the fee payable. All licence fees are set by regulations and do not include VAT

The Non-Domestic Rateable Values (NDRVs) are:

  • Band A: £0 - £4,300 (including property with no NDRV)
  • Band B: £4,301 - £33,000
  • Band C: £30,001 - £87,000
  • Band D: £87,001 - £125,000
  • Band E: £125,001 and over

Application fees for premises licence, club premises certificates and variations

Fees payable for a new licence or for variation of an existing licence, by fee band, are:

  • Band A: £100
  • Band B: £190
  • Band C: £315
  • Band D: £450
  • Band D where premises are primarily or exclusively used for the consumption of alcohol on the premises: £900
  • Band E: £635
  • Band E where premises are primarily or exclusively used for the consumption of alcohol on the premises: £1905

Premises without a Rateable Value fall within Band A.

Where a premises is in the course of construction the premises shall fall within Band C.

  • for premises exclusively or primarily used for the carrying on, on the premises, of the supply of alcohol for consumption on the premises and who fall within band D, the fee shall be twice the amount. (£450 x 2 = £900)
  • for premises exclusively or primarily used for the carrying on, on the premises, of the supply of alcohol for consumption on the premises and who fall within band E, the fee shall be three times the amount. (£635 x 3 = £1905)

Additional fee

An additional fee is applicable if the premises licence or club premises certificate allows an occupancy greater than 5,000 persons.

The additional fee rises with increased total occupancy, as shown below:

  • 5,000 - 9,999 occupants: £1,000
  • 10,000 - 14,999 occupants: £2,000
  • 15,000 - 19,999 occupants: £4,000
  • 20,000 - 29,999 occupants: £8,000
  • 30,000 - 39,999 occupants: £16,000
  • 40,000 - 49,999 occupants: £24,000
  • 50,000 - 59,999 occupants: £32,000
  • 60,000 - 69,999 occupants: £40,000
  • 70,000 - 79,999 occupants: £48,000
  • 80,000 - 89,999 occupants: £56,000
  • 90,000 occupants and over: £64,000

Application fee personal licence

The fee payable on application for a Personal Licence and for the renewal of a Personal Licence is £37. This fee is set by regulations and does not incur VAT.

Fee exemptions

Schools and colleges are exempt from payment of a fee if the application relates only to regulated entertainment. The exemption applies only if the provision of regulated entertainment on the premises is carried on by the educational institution for and on behalf of the purposes of the educational institution.

An application relating only to regulated entertainment in respect of premises that are or form part of a church hall, chapel hall or other similar building or a village hall, parish hall or community hall or other similar building are exempt from the payment of an application fee.

Other fees applicable

  • application for a minor variation of a premises licence/club premises certificate: £89
  • application for the mandatory condition requiring a designated premises supervisor to be disapplied (this fee does not apply if the application is submitted at the same time as a new Premises Licence): £23
  • application for copy of licence or summary on theft, loss etc of premises licence or summary: £10.50
  • notification of change of name or address (holder of premises licence): £10.50
  • application to vary licence to specify individual as premises supervisor: £23
  • application for transfer of premises licence: £23
  • interim authority notice: £23
  • application for a provisional statement where premise is being built: £315
  • application for copy of certificate or summary on theft, loss etc of certificate or summary: £10.50
  • notification of change of name or alteration of club rules: £10.50
  • change of relevant registered address of club: £10.50
  • temporary event notice: £21
  • application for copy notice on theft, loss etc of temporary event notice: £10.50
  • application for copy of licence on theft, loss etc of personal licence: £10.50
  • notification of change of name or address (personal licence): £10.50
  • right of freeholder, etc. to be notified of licensing matters (notification of interest in a premises): £21

The annual fee payable for a premises licence and a club premises certificate is as detailed below:

  • Band A: NDRV £0 - £4,300 (including property with no NDRV), annual fee £70
  • Band B: NDRV £4301 - £33,000, annual fee £180
  • Band C: NDRV £33,001 - £87,000, annual fee £295
  • Band D: NDRV £87,001 - £125,000, annual fee £320
  • Band E: NDRV £125,001 and over, annual fee £350

Premises without a Rateable Value fall within Band A.

  • for premises exclusively or primarily used for the carrying on, on the premises, of the supply of alcohol for consumption on the premises and who fall within band D, the fee shall be twice the amount as stated above (£640)
  • for premises exclusively or primarily used for the carrying on, on the premises, of the supply of alcohol for consumption on the premises and who fall within band E, the fee shall be three times the amount as stated above (£1050)

How to pay for your licence

Payment for your licence should be made by either debit or credit card online.

When paying for your licence, select 'Other BCP Payments', then 'Licensing' and choose the licence you require from the options.
