Changes to taxi licences
From 1 June 2021 the new Taxi and Private Hire policies for the BCP Council come into force.
The policies are separated into driver, vehicle and operator. The policies apply for all existing and new licence holders. We have also provided a frequently asked question document to clarify the changes.
All new vehicles must meet the requirements as set out within the new policy. There is also a list of approved vehicles with the number of passengers they will be licenced for. This list is not exhaustive and you are advised to seek advice from the licensing team before purchasing a vehicle.
Under the new BCP Council, Hackney Carriage and Private Hire Licensing is divided into three zones in line with the three previous council areas.
Therefore, if you wish to drive a Christchurch licensed vehicle you will need to apply for a Christchurch Zone Driver licence. All applicants must demonstrate that they are ‘fit and proper’ and meet the high standards required of someone who is responsible for transporting vulnerable members of the community.
Vehicle licences are usually granted for 1 year, driver licences for 3 years and operator licences for 5 years.
Licensed operators can only operate vehicles and drivers that are licensed by the same council, for example a Christchurch operator may only operate vehicles/drivers registered in Christchurch.

New driver application
Due to the current COVID 19 situation we are not currently accepting new driver applications.
You will need to complete and/or provide all the following documents/information before you will be permitted to sit the KART test:
- a BTEC Level 2 Certificate in the Introduction to the Role of a Taxi and Private Hire Driver. View our approved providers for the BTEC course
- a driving assessment
- a medical examination form completed by your doctor
- a Disclosure and Barring Service (DBS) check certificate. This is obtained online. See the C Zone DBS instructions for more details
- proof of identity and eligibility to live and work in UK - a Passport and/or a Biometric Immigration Document
- proof of current home address which must match the address on your driving licence - such as a utility bill or bank statement. This proof must be dated within 3 months of the application
- one current passport type photograph
For us to process your application you must send clear copies of all the required documents together with proof of payment.
New DVLA Check of your Driver Licence through Licence Link
Once you have submitted your application and all your documents have been checked, you will receive a series of emails from Licence Link. This is to check your DVLA Licence.

Once we have processed the first stage of your application you will be invited to attend a local centre to sit the written knowledge or KART test which assesses your knowledge of local landmarks and roads see the paragraph 5.41 of the Christchurch Licence Policies and Conditions booklet.
The cost of the first test is included within the initial fee. If you do not pass you must pay the resit fee of £21.00
Application and renewal forms
Complete the relevant form and return it to us - together with all necessary supporting documents
Please be aware that we will require additional documentation to accompany any renewal to ensure that drivers are continuing to meet the ‘fit and proper’ requirements. Therefore, unless you have already received a renewal notification do not send any forms to the Taxi Licensing Team as they will not be accepted.
All forms that are completed and sent in prior to you receiving a notice of renewal will be rejected and returned.

Renewing a licence after 1 January 2019

Renewals should be submitted via email to firstname.lastname@example.org. You will need to submit completed application form, supporting documentation and make payment of the fee either by telephoning 01202 123789.
If you were granted a licence before 1 October 2017 you will need to complete a Vocational Diploma (NVQ) in Road Passenger Vehicle Driving, unless you can provide proof of completion of an appropriate BTEC or NVQ before 1 October 2017.

Changes to Wick Lane taxi rank
From 1 September 2017, hackney carriage drivers must:
- only access Wick Lane Taxi Rank between 6pm and 8am daily via the feeder rank in Mayor's Mead Car Park
- locate their vehicles in the coach bays facing the new electronic signalling device, which will show when a space on the rank is available
- leave the feeder rank in turn to get on the Wick Lane rank
- no longer queue in Wick Lane
Failure to comply may result in legal action, including suspension or revocation of licences.

If you make a booking with a private hire company you should agree the fare before the booking is confirmed as the council does not set these fares.
